For a PDA, We'll have a rather powerful processor, medium sized interface, light, antenna, battery, card-reader, memory, cartridge-reader, and probably speakers and a mic as well.
Now, how much value would you assign to these? I would personally say the processor is the most value, and the speaker being the least, assuming its just a little piezo speaker that goes 'beep, beep buzz'
So:
Speaker: 1 Mic: 2-3 Cartridge Reader: 3-4 Antenna: 3-5 Memory: 3-6 Light: 1-3 Battery: 2-4 Card-Reader: 4-5 Interface/Screen: 4-6 Processor: 6-8
Is there anything you think i'm missing here? Feel free to add different tiers of components, other components, etc.
Such as:
Timer: 2-3 Igniter: 3-4 Small Interface: 3-5

Are the numbers you listed credit values? If so, I think the components are way too cheap. Also, if you changed the (ingame) code around a bit, and gave it a better speaker, a PDA could work as a radio.
